It probably is different from our world in this post-human society, but I can tell you, even with the differences it should be a lot more difficult than just signing some forms.
I can easily see that Flora might be approved quickly if they had a serious shortage of foster families, at least on a provisional basis… But you can also keep in mind for later problems (if you need to, I don’t know how far ahead you have planned) that she could need to get permanent certification at some point.
OTOH, its also a comic set in an entirely different reality from ours, so… the differences are yours to decide.Maybe the CPS is just more trusting among the beasts. 😀
